Yes, I remember the rat Joker from "Double Dare," a season 5 episode. He was one of the villains in a "Dark Bunny" program. I believe they introduced the cat Joker on Bionic Bunny (season 12, "Do You Believe in Magic?") Wasn't the cat Joker also in an episode of "Dark Bunny"? Dark Bunny is supposed to be a spinoff of Bionic Bunny, right? So they can have the same villain on both shows?

Bionic Bunny is a live action tv series styled on the old Superman live action tv series. You know the show with the star that commited suicide. Proof of that is that we've seen Wilbur Rabbit who is the actor in the Bionic Bunny show. Dark Bunny is a cartoon series and is a parody of Batman the Universal (or was it Warner Bros) movie and tv series. You can notice that DB has the extra thick line and a different graphic style that is not in the Arthur line style world. DB lives in a penhouse and has a secret weapon type of car and all that stuff to make him similar to batman.

So when the two met in "Happy Anniversary", either Dark Bunny was live action, Bionic Bunny was cartoon, or it was mixed-media?

Darn if we got to see that tv special "all would be revealed". There is also a cameo of Wilbur Rabbit walking down the street behind Arthur and Buster when they are in Elwood City in part one of that show. It was a gag added in the storyboard as a nod to  that whole unlikely mixing of BB and DB . :)

Haha, that is cool, the resemblance of that one villain to the Joker! Since the villains aren't heavily emphasized, I'm not too surprised of the fact that some of the villains are duplicates of one another; after all, they're too insignificant in the series for anyone to remember. And, yes, the two series are spinoffs of each other; they must at least be made by the same company/group. So it definitely would be reasonable that the villain would appear in both series.

What did he look like earlier? I forgot. I know there was Mr. Sanders, but what was the other one like?

News! The second version (the cat) has been confirmed to have a name! The cat's name is Clown Face. :o (reference (https://www.facebook.com/photo.php?fbid=245348715622783))
I wonder if they ever intentionally made the name up for Clown Face, or if they just named him that internally. Sometimes I wonder if the Facebook page just makes up some of this information in these comments.

Rat-Joker looks cool! He should so be featured in an episode someday. Or at least shown again.
