To further add evidence to this bizarre turn of events, look at this scene featuring Rubella in "Prunella The Packrat."

For those who can't view it, it is Rubella dressed in a cloak, sounding almost like the witch in the songs.

But seriously, the person in the songs does sound quite similar to Tamar Kozlov.
