Ah, good old Buster... 

While the police badge was clearly a mistake that he realized as he was walking out of the station, I like to think that the Big Boss Bar incident was Buster taking what he wants without paying because BUSTER. JUST. DOESN'T. CARE. 

On the other hand, if he just sort of "took" the candy bar without even realizing that he was stealing it...that makes his concept of morality all the more hilarious.   

*As a side note, did anyone else notice how George eats the Big Boss Bar complete with the wrapper on when he buys it from Binky in the schoolyard?  So much subtle comedy in that episode...
