Muffy's butler, Bailey.

In "Arthur and the True Francine," Muffy calls him "James". (video here, she says it at 1:55)

In "The Butler Did... What?", Mr. Ratburn suggests that "Bailey" could possibly be his last name.

So does that mean his full name is James Bailey?

Its likely. Although I wouldn't be surprised if it was just a mistake on the writers part. They've made worse mistakes.  :-[
